Penalty for stopping under prohibition. In what places is stopping prohibited, and what fines are provided for this violation? How to avoid drawing up a report and a fine

In order to avoid confusion regarding the issue of permitted or prohibited stopping of a vehicle, it is necessary first of all to understand the terminology of the Road Traffic Rules of the Russian Federation (hereinafter referred to as traffic regulations). What adds to the difficulty in understanding is that the legislation provides for two terms - stopping and parking - two actions that are so similar to each other in terms of the mechanism of execution, but still have fundamental differences.

Stopping and parking - what are the differences?

The differences between these concepts are spelled out in Section 1 of the Traffic Regulations. General provisions:

Stopping is a deliberate cessation of the movement of a vehicle for up to 5 minutes, as well as longer if this is necessary for boarding or disembarking passengers or loading or unloading the vehicle.

So, a prerequisite for classifying the cessation of movement as a stop is the time for which the car stopped moving - up to 5 minutes. Stopping movement will continue to be considered a stop after the expiration of 5 minutes only if you were either disembarking/embarking passengers or unloading/loading the vehicle at that time. Otherwise it will be classified as a parking lot.

Parking is the deliberate cessation of movement of a vehicle for a period of more than 5 minutes for reasons not related to the embarkation or disembarkation of passengers or the loading or unloading of the vehicle.

It would be logical to conclude from the above that if the Rules prohibit stopping movement for up to five minutes, then even more so for a longer period of time. This means that if a ban is imposed on stopping in certain places, then on parking accordingly. That is why prohibitory sign 3.27, signaling the prohibition of this action, automatically imposes a ban on parking, which is reflected in its description, as well as in Article 12.5 of the Traffic Regulations.

Penalty for stopping under a "no stopping" sign

Administrative penalties for such an offense are not limited to one general fine. The legislation provides for a system of fines, the magnitude and severity of which varies depending on the situation in which the offense was committed. The traffic rules describe a number of cases in which stopping is prohibited. And if for some violations a general minimum fine is applicable, for others administrative sanctions are tightened.

The minimum fine for stopping in the wrong place in 2018 is described in Article 12.19 Part 1 of the Code of Administrative Offenses of the Russian Federation dated December 30, 2001 N 195-FZ (hereinafter referred to as the Administrative Offenses Code):

"Violation of the rules for stopping or parking vehicles... entails a warning or the imposition of an administrative fine in the amount of five hundred rubles."

The administrative penalty for Moscow and St. Petersburg under this article has been increased 5 times and amounts to 2,500 rubles (Article 12.19 Part 5 of the Administrative Code).

More severe fines are imposed if the violation was committed:

    in places where taxis or minibuses stop;

    at a pedestrian crossing;

    in places specially designed for stopping or parking vehicles of disabled people;

    on a roadway causing obstruction or in a tunnel, at a railway crossing.

Fines for stopping at a bus stop

Rule

"closer than 15 meters from the stopping places of fixed-route vehicles or the parking of passenger taxis, indicated by marking 1.17, and in its absence - from the sign of the stopping place of fixed-route vehicles or parking of passenger taxis (except for stops for boarding and disembarking passengers, if this does not interfere with traffic route vehicles or vehicles used as passenger taxis)."

Fine

Article 12.19 part 3.1 of the Administrative Code:

“Stopping or parking of vehicles at stopping places for route vehicles or parking for passenger taxis, or closer than 15 meters from stopping places for minibuses or parking for passenger taxis, with the exception of a stop for boarding or disembarking passengers, a forced stop... shall entail the imposition of an administrative fine of in the amount of one thousand rubles."

In case of this violation, the transport is detained and placed in a specialized area. In St. Petersburg and Moscow, the fine for stopping at a public transport stop is 3,000 rubles (Article 12.19, Part 6 of the Administrative Code).

Fine for stopping at a pedestrian crossing

Rule

Article 12.4 of the traffic rules prohibits stopping

"at pedestrian crossings and closer than 5 m in front of them."

Fine

Article 12.19 Part 3 of the Administrative Code:

“Stopping or parking vehicles at a pedestrian crossing and closer than 5 meters in front of it, with the exception of a forced stop... or violating the rules for stopping or parking vehicles on the sidewalk... entails an administrative fine in the amount of one thousand rubles.”

Stopping at a place intended for disabled vehicles

Rule

There are specially equipped places that are designed for stopping and parking cars and wheelchairs for disabled people. I equip them with special signs 6.4 and 8.17, which notify that only disabled vehicles have the right to occupy this parking lot.

Fine

Article 12.19 Part 2 of the Administrative Code:

“Violation of the rules for stopping or parking vehicles in places designated for stopping or parking vehicles of disabled people shall entail the imposition of an administrative fine on the driver in the amount of five thousand rubles.”

In case of this violation, the transport is detained and placed in a specialized area.

Fines for stopping on tram tracks

Rule

Article 12.4 of the traffic rules prohibits stopping

"on tram tracks, as well as in the immediate vicinity of them, if this creates interference with the movement of trams."

Fine

Article 12.19 Part 3.2 of the Code of Administrative Offenses

“Stopping or parking vehicles on tram tracks or stopping or parking vehicles further than the first row from the edge of the roadway, with the exception of a forced stop... entails the imposition of an administrative fine in the amount of one thousand five hundred rubles.”

In case of this violation, the transport is detained and placed in a specialized area. In St. Petersburg and Moscow, penalties for this offense are 3,000 rubles (Article 12.19, Part 6 of the Administrative Code).

Quite often, traffic rules mention a forced stop. Many drivers take advantage of this when stopping in prohibited places with the emergency stop signal on. However, it is worth knowing that Article 12.6 of the Traffic Regulations requires that in the event of a forced stop, the driver of the vehicle must do everything possible to remove the vehicle from a prohibited place. This means that a traffic police inspector may one day ask such a driver the question: “What is the reason for the emergency stop, and what did you do to remove the car from a place prohibited for this action?” And if there are no compelling arguments, then a fine for the offense will follow.

Stopping on a roadway causing obstruction, in a tunnel or railway crossing

Rule

Article 12.4 of the traffic rules prohibits stopping

“in places where the vehicle will block traffic lights, road signs from other drivers, or make it impossible for other vehicles to move (enter or exit), or interfere with the movement of pedestrians...”, as well as “at railway crossings, in tunnels. .."

Fine

Article 12.19 Part 4 of the Administrative Code:

“Violation of the rules for stopping or parking vehicles on the roadway, resulting in the creation of obstacles to the movement of other vehicles, as well as stopping or parking a vehicle in a tunnel... entails the imposition of an administrative fine in the amount of two thousand rubles.”

In case of this violation, the transport is detained and placed in a specialized area. In St. Petersburg and Moscow, penalties for this offense are 3,000 rubles (Article 12.19, Part 6 of the Administrative Code).

Article 12.10 Part 1 of the Administrative Code:

"... stopping or parking at a railway crossing entails an administrative fine in the amount of one thousand rubles or deprivation of the right to drive vehicles for a period of three to six months."

Repeating this offense will lead to deprivation of your driver's license for a period of 1 year (Article 12.10 Part 3 of the Administrative Code).

Drawing a conclusion from the above, we can conclude that the legislation of the Russian Federation shows a flexible policy in the system of fines, acting selectively. For example, while protecting the rights of people with disabilities, it imposes the maximum fine of all those listed. Trying to restore order on the roads of federal cities, it increases fines in them compared to other cities, up to five times the size. Current legislation is constantly undergoing changes, adapting to the current situation. And if you want the most current and up-to-date data, your best bet is to turn to experts in the field for information!

It often happens that in the place where you need to stop or drop off a passenger, it is, in principle, impossible to stop according to the traffic rules. What to choose: a fine or go at your own peril and risk and try to make it in time, yet park unnoticed, it’s up to every driver. However, in order to make the right decision, you should fully understand the consequences of such a violation and what sanctions will be applicable in this case.

Under what circumstances is parking not permitted?

In the traffic rules there is a road sign that means that stopping or parking at its location is prohibited. In law, this sign is known to drivers as Sign 3.27. it may have a temporary restriction, for example, the ban applies from 7:00 to 23:00, etc. There are also exceptions for official vehicles. If there is no additional information, the sign is valid 24 hours a day and for all drivers.

There are certain places where all vehicles are strictly prohibited from parking at any time of the day. Such places include:

  • pedestrian crossings;
  • parking for people with disabilities;
  • stops for minibuses, buses or other city transport;
  • railway crossings, tram tracks;
  • sidewalks;
  • lawns;
  • playgrounds.

Violation of any fact listed above will result in administrative liability. Where you can park and where you can’t is taught during driving courses, but some drivers prefer personal comfort to the rules of the road. The result of such an attitude will be a fine that must be paid. In some cases, the offender’s car may simply be towed, so it will have to be picked up from the city’s impound lot, and this is even more problematic, because you will have to pay not only the fine itself, but also a fee for the services of a tow truck. In addition, storing a car on such a site is also not free, therefore, the later you arrive to pick up your car, the more you will have to pay.

Drivers are often not prepared for such financial costs, so to avoid such situations, violations of parking rules should be avoided.

To make the information more clear, let’s look at the size of fines for 2017.

The taboo on stopping does not apply to public transport, such as buses, taxis, minibuses. The difference between a stop and a parking lot is the duration. But there are no differences between them regarding qualifications under this article. This means that it makes no difference how long you left your car in a prohibited place. A fine for violation is also imposed in case of parking. However, there are exceptions to the rules in that a passenger can be dropped off or picked up almost anywhere, as long as this does not create or entail an emergency. It is better to carry out such frauds with the emergency lights on, and in the shortest possible time.

If a car breaks down in a prohibited place, a fine will not be imposed if the following rules are observed:

  1. You need to immediately turn on the hazard lights on your car.
  2. A special emergency sign must be installed on the road at a distance of at least 15 meters from the car.

In addition, stopping on bridges and tunnels is prohibited. This is only allowed in the event of a real breakdown of the car. In this situation, you should move the car to a safer parking location as soon as possible.

Failure to comply with stopping rules and the consequences that may arise as a result of this are provided for in the Code of Administrative Offenses of the Russian Federation. They differ in the severity of the violation and the consequences of this violation for other road users. It happens that vehicles are evacuated to an impound lot, and sometimes you can get off with a fine on the spot. The amount of fines varies depending on where the stop is made:

  • under the “No Stopping” sign, the fine will be about 500 rubles;
  • in places reserved for disabled people - from 3,000 to 5,000 rubles;
  • at a zebra crossing, sidewalk or stop line – 1,000 rubles;
  • at a railway crossing – 1,500 rubles;
  • at a public transport stop – 1000 rubles.

These amounts of fines were valid last year, 2016; for this year, the amounts of fines remained the same. A fine can also be issued after the fact if there are photos, videos or other materials that prove the fact of the violation.

It is not always convenient to travel in accordance with traffic rules, but the creation of such rules and the installation of signs have their reasons. Parking in prohibited areas is punishable by a quite significant fine, so you should always think about whether you need to take this step, and also create emergency situations.

Many drivers are interested in the question: is it possible to challenge a fine for incorrect parking in Russia? This is due to the fact that some traffic police officers illegally issue fines, exceeding their authority. It happens that one car is fined several times in the same place. In this case, you can appeal the punishment.

First of all, you need to photograph the car and the place where it is located, as well as the absence of prohibitory signs near it. The photographic material must be attached to a written complaint, which will be sent to the regional traffic police along with the following package of documents:

  • a statement requesting that the complaint be considered without your presence;
  • if more than 10 days have passed since the date of the fine, a petition has been drawn up with a request to restore the period for appealing the violation.

It is not always possible to stop a car where the rules allow it. In this case, you need to choose whether to park where it is inconvenient, or break the rules by leaving the car in the parking lot.

In most cases, there will be a sign in the prohibited area, and stopping in the area will result in a penalty.

Therefore, you need to consider what the fine is for stopping under a “No Stopping” sign in 2020. In addition, punishment can have different sizes, the purpose of which must be analyzed separately.

General information

The main sign that indicates a ban on parking in a certain area is road sign 3.27, which is called “Stopping is prohibited.”

Photo: road sign 3.27 - Stopping prohibited

A time limit may well be added to it, for example, parking may be prohibited at night, but during the day you can park in this zone without violations.

Also, sometimes there is a note that only official vehicles can stop at the sign. But if there is no additional information, then the stop is considered prohibited at all times and for all transport.

Therefore, the answer to the question whether stopping under a “No Stopping” sign is allowed is quite categorical.

In addition, under no circumstances should you dwell on:

  • parking spaces intended for disabled people;
  • transport stops;
  • on tram or railway lines;
  • in the sidewalk area;
  • on lawns;
  • children's playground areas;
  • adjacent areas if the car interferes with the movement of residents.

Basic moments

If a parked car is found in any of these places, the driver will be fined, and if he is not near the car and it interferes with the movement of other cars or pedestrians, the vehicle will be towed away.

But at the same time, the inspector must draw up, and only after that seal the car and attract two witnesses who will ensure the correct loading.

If there are none, then the process must be recorded so that if the driver has any complaints about the condition of the car, the accusations can be countered.

But there are also truly urgent situations, for example, if the car breaks down, it has problems that affect traffic safety, and there will be no punishment if there is a turned away road sign that was not visible.

The fines for stopping in the area of a prohibited stop sign are small, but in case of systematic violation they can amount to a considerable amount.

In addition, in addition to the inspector, ordinary citizens can also punish parking violators; such a project is already working in Moscow.

You should use a mobile application that records a short video. It needs to fit the violating vehicle, the surroundings and, of course, show the zone in which traffic is prohibited.

Type of offense

Parking under a sign prohibiting stopping is an administrative offense, which is issued by a traffic police inspector.

Thus, although it does not harm the health of people and their property, it is a violation and must be punished, because it violates the established rules and interferes with other road users.

The legislative framework

All regulations that relate to road traffic are spelled out in, which are compiled to improve the safety of all road users, and are also mandatory.

In addition, this set of rules and regulations also has an informative function, since it contains the necessary examples of road signs, markings, as well as explanations of how it is permissible to act in a given situation.

Traffic offenses are contained in , and traffic sign violations are covered in .

But at the same time, other articles also contain information on how you can appeal the punishment, as well as during what period it is possible to pay with a 50% discount, which was introduced in 2016.

Fine for parking under a No Stopping sign

For stopping in the area covered by a “No Stopping” sign, only a monetary penalty is imposed, and deprivation of rights, as is the case with some other offenses, is not expected.

But it can have different sizes, and in some cases the liability is extremely small, if, for example, we are talking about a common violation related to improper parking.

In what cases is it allowed?

In some situations, it is quite possible to avoid a fine for parking under a prohibitory sign, but only if the stop is forced.

Such moments include:

In most cases, drivers use the breakdown option, but for the correct procedure it is necessary to turn on the hazard lights and place an emergency sign in front of the car, which will inform other drivers about the reason for the stop.

If the car really breaks down and the traffic police issues a fine, it will need to be contested; for this, a receipt for payment for the services of the service that repaired the car is provided.

Who can stop

A sign prohibiting stopping does not apply to certain categories of people. Thus, the following can park in its coverage area:

  • disabled drivers with 1-2 groups;
  • transport for transporting disabled people with the appropriate badge;
  • taxis, if they have a taximeter;
  • cars that work in the federal postal service;
  • vehicles that serve commercial enterprises and organizations, if there are no workarounds in the area of the prohibition sign.

Stopping, and especially parking, is strictly prohibited for all other drivers, and if the ban is violated, they will have to pay a fine in accordance with legal norms.

How long can you stand

If the car does not belong to special transport or cars of disabled people, then it is strictly forbidden to even stop.

But there is some time that you can still stand even under a sign prohibiting stopping, but it depends on the specific example.

Before stopping at the emergency stop

If a person turns on the emergency indicator, it means that he is thus reporting a problem in the car that could arise anywhere.

Since standing on the roadway is prohibited and simply dangerous, the driver can push the car to the side of the road, even if stopping there is prohibited.

It is also necessary to display an emergency stop sign. If it is not there, then the traffic police will definitely issue a fine, even if there really is a breakdown.

When disembarking passengers

Taxi drivers who have received an official license can pull into a stop and stop in any area, even a prohibited area.

They are not equivalent to minibuses, but can stop at stops to pick up and disembark passengers, but immediately after that they are required to drive off to a place where they will not interfere with other traffic participants.

In addition, this sign does not apply to fixed-route transport, which can stop in marked zones, often located precisely in the places where the sign prohibiting stopping is in effect.

Unloading goods

If a car is delivering a certain cargo, for example goods or correspondence, it may stop in the area of the prohibition sign if the destination is there.

In this case, the driver must have a waybill, which stipulates that he is transporting the goods to this particular point.

In addition, the machine must choose the shortest route to deliver the goods, even if it passes through prohibited zones.

But at the same time, it is necessary to comply with established standards, that is, not to threaten the safety of other people and their property.

But in order to definitely avoid a fine, you can even drive onto the sidewalk to unload, since it no longer obeys the sign.

For invalids

For the convenience of persons with disabilities, concessions have been introduced allowing them to park a car in areas prohibited for this procedure.

In this way, they can gain access to the institutions and organizations they need. Sometimes, under the prohibition sign, there is an additional information sign with a schematic image of a disabled person.

This means that the sign is valid for all road users except them. Therefore, even if we are talking about a prohibition on turning, but under the sign there is a sign with a disabled person, this particular category of citizens is allowed to ignore the established norm.

Amount of penalty

Depending on the details of the situation, different fines may be imposed. Their size is influenced by the specific location, as well as the presence of obstacles to unhindered movement.

Video: road sign 3.27 “Stopping is prohibited”

Acceptable coverage area

The coverage area of a sign can vary greatly. Usually the ban is valid until the nearest intersection, and if there is no second sign behind it, then you can still park without violating other rules.

Also, a supplementary sign can be installed under the sign indicating the distance after which after the sign the prohibition subsides and parking is possible again.

The effect of the sign subsides after the border of a populated area, as well as a sign that removes all restrictions established previously.

The sign always applies to one side of the road, and if there is no sign at the beginning of the oncoming lane, then the stop ban will not work on it.

Therefore, you can turn around in a permitted place and park there. Complementary signs also operate separately, and people often ask what the arrow means?

If there is a downward arrow under the “No Stopping” sign, then it is prohibited to park in the zone not after the sign, but in front of it. If the arrow is double-sided, this means that stopping in both directions from the sign is prohibited.

Photo: road signs 8.2.2, 8.2.3, 8.2.4

What is the punishment?

For violating the requirements of the “No Stopping” sign, only a fine is imposed, without deprivation of rights, which is inherent in some more serious violations.

The fine does not exceed 5,000 rubles, and on average does not exceed 2 thousand rubles. If the car impedes the movement of other cars and even pedestrians, or simply blocks it, then the inspector has the right to call a tow truck.

This car delivers the offender's transport to. Subsequently, a person can get the car back only after paying a fine and the services of a tow truck, as well as paying for the impound lot if the car has been parked there for more than a day. Only then will the vehicle be given back to the owner legally.

Is it possible to challenge

You can challenge any violation; to do this, after receiving the resolution, you need to send it to the traffic police.

This can be done within the first 10 days, and in the application it is necessary to write about why the driver does not agree with the violation, what reason contributed to his breaking the rules.

It will be very important to provide evidence of innocence; this could be photo and video recording, which shows under what circumstances the car was parked in the prohibited area, or other details of a possible violation.

If the management of the traffic police or the court, depending on the instance, considers the evidence compelling, then the fine will be canceled, and if paid, the decision will be canceled and the money that has already been received into the state budget will be returned.

The “No Stopping” sign establishes a categorical ban on parking in its coverage area, but some categories of drivers still have the right to do so.

If the parked car does not have the right to do so, then its owner will be fined, and the vehicle may even be towed.

APPLICATIONS AND CALLS ARE ACCEPTED 24/7 and 7 days a week.

The approved Traffic Rules define parking as a specially designated or equipped place that is used for the purpose of paid/free parking of any vehicles.

Places may be directly adjacent to the roadway, sidewalks and other structures.

In case of parking and in some cases stopping a vehicle, the driver may be subject to administrative liability in the form of a fine.

Over the past few years, the fine has been subject to several adjustments. According to Russian legislation, the largest amount of recovery in the capital and St. Petersburg is twice as high as in other regions.

Let's take a closer look at when a stop can lead to a fine, and how to appeal the Resolution.

General points

Before considering the main issue, it is initially recommended to study general information about parking, as well as familiarize yourself with Russian legislation.

This will allow you to have all the necessary knowledge about parking in the wrong place and may be able to protect you from illegal actions in the future.

Important Concepts

A parking fine means leaving a vehicle in the wrong place.

The rules for determining places where parking is prohibited largely depend not only on the region, but also on the time of day.

For example, in some regions you can find road signs that signal that parking is prohibited only at certain times of the day.

In addition, in addition to specific traffic regulations, today local governments have the legal right to independently decide on how to establish rules for parking vehicles in certain places.

For example, in the capital they are subject to revision annually. This consists of adjusting the rates for parking lots and places where you can leave a vehicle for free for a certain time.

At the same time, it is necessary to recognize that the definition of parking in Russian legislation has not yet been fully regulated. Because of this, there are loopholes that allow you to avoid punishment.

Who has the right to fine

The ability to fine vehicle drivers is under the jurisdiction of traffic police inspectors. The fine may be determined:

  • installed CCTV cameras;
  • in case of direct violation by traffic police inspectors.

If liability is imposed in accordance with the detected offense on the camera, then in addition to the Resolution itself, the driver must receive documentary evidence.

This could be a photograph from the scene of the violation. In the second case, the Protocol is formed immediately at the scene of the incident.

For your information, regardless of how exactly the offense was discovered, the Protocol can be appealed within the time limits established by Russian legislation (within 10 days from the date of receipt of the Protocol).

Current standards

The main regulatory documentation is considered to be the Code of Administrative Offenses of the Russian Federation. The key articles that regulate liability for illegal parking are:

These legislative acts are the main ones. It is in them that the mechanisms for bringing to justice in case of ignoring parking rules are displayed.

It is also necessary to pay attention to the fact that if parking/stopping in the wrong place leads to serious consequences, for example, an accident, then the offender may face criminal liability.

According to the Criminal Code, the driver may face a penalty of up to 9 years in prison (if the accident resulted in death or serious health problems).

The size of the traffic police fine for stopping in the wrong place

According to Russian legislation, in particular the Administrative Code, the fine for parking in the wrong place is:

Additionally, it is necessary to remember that, for example, if a vehicle interferes with the movement of other vehicles, the fine may be increased. For example, from 1.5 thousand rubles to 3 thousand.

Payment with a 50% discount on the collection amount

Every offender has the right to pay an administrative fine with a 50% discount. To do this, it will be quite enough to pay it within the first 20 calendar days from the date of receipt of the Resolution.

You can make a payment:

  • using the official portal of State Services;
  • using the Internet banking service;
  • by paying at the cash desk of any banking institution.

The offender has the right to independently choose the most optimal payment option for himself.

What are the penalties in Moscow?

The administrative liability for parking in the wrong place in the capital is 1.5 thousand rubles.

In some situations, the amount of the penalty can reach 3 thousand rubles. According to Article 12.16, in particular Part 4 of the Code of Administrative Offenses of the Russian Federation, the maximum fine is 5 thousand rubles.

How can I appeal (challenge)

There are several options for appealing an administrative penalty, namely:

If 10 days have already passed since the preparation of the Protocol, then it is necessary to additionally draw up a petition to restore the appeal period.

Without exception, all material evidence must be attached with the completed complaint.The package of necessary documentation can be submitted to:

  • with one's own hand;
  • via email.

In order to avoid problems with law enforcement agencies and at the same time not spend money on paying administrative penalties, it is extremely important to comply with the adopted Traffic Rules.

At the same time, you need to remember that if the stop was forced and at the same time unexpected, then appealing the fine will not be difficult.

If a situation arises due to which the driver is forced to stop urgently, and there is no specially equipped place nearby, he still has the right to stop without violating traffic rules.

To do this you need:

  • be sure to turn on the hazard warning lights;
  • Don't forget to put out the warning triangle.

When answering questions from the traffic police inspector regarding the reasons for the stop, it is necessary to refer to the state of fatigue, which could jeopardize the safety of other road users.

If the forced stop was due to poor health, then you can notify the inspector about this fact.

Video: No parking! What is the fine for someone who parks their car in a disabled parking lot?

You need to be prepared for the fact that the inspector will call an ambulance - if the doctor does not identify any health problems, such actions by the driver may be regarded as attempts to deceive.

In a situation where a violation report is nevertheless drawn up, but the driver of the vehicle does not agree with it, then you can try to appeal this decision.

To do this, it will be enough to formulate and submit a complaint to the territorial traffic police authority, attaching to it a package of accompanying documentation, namely:

  • photographs from the place where the vehicle was stopped (including any prohibiting or permitting signs);
  • a written statement regarding the consideration of the complaint;
  • other additional evidence.

Upon completion of the review, the driver will be given a written decision, in which everything should be described in detail.

Finally, I would like to note that parking in the wrong place is one of the most common traffic violations by vehicle drivers.

Of course, such an offense does not pose a particular danger to the life and health of other road users, but it may entail various other inconveniences not only for vehicles, but also for pedestrians.

The transport situation in the capital continues to be appalling. And therefore, drivers are not always able to adhere to all traffic rules and leave the car where they are prescribed. What should a car owner choose: a not-so-convenient parking option, a waste of time searching for spaces for a vehicle, or a fine? In order to answer correctly, you need to find out what the fine will be for stopping under a no-stop sign in Moscow.

The amount of fines for stopping under a prohibitory sign

According to the current traffic regulations, there are situations in which it is prohibited only to park a car, or to park and even stop a car. In other words, there is no option in which parking would be allowed, but stopping would be prohibited. Actions are prohibited simultaneously and provide for the following sanctions for violation:

  • Stop at tram crossings and areas near them. A particularly severe punishment will await the driver if his car impedes the movement of trams. The driver in the capital will be fined 3 thousand rubles. Note that in many other cities of the Russian Federation the amount of the fine for such a violation will be 2 times less;
  • Stop in any row further than the first. The amount of the fine in the capital will remain the same as in 216. It will be 3 thousand rubles. For a number of other Russian cities, the double penalty does not apply and the fine will be 1.5 thousand rubles;
  • A sidewalk and road gap located less than 5 meters from a pedestrian crossing. For Moscow, the size of the sanction has been increased by 3 times. In other words, leaving your car on the sidewalk, for example, in Kirov, you will need to pay 1 thousand rubles. In the capital, you will be fined 3 thousand rubles;
  • Stop at a railway crossing. You may lose not only your financial resources, but also your driver's license. Documents may be taken away for a period of 3-6 months. If this is not your first violation, your license will be taken away for the whole year;
  • Bridges, overpasses and tunnels, if traffic in one direction is carried out in less than 3 lanes. The territorial principle also applies in this case. In Moscow, drivers will pay 3 thousand rubles. In other cities – 2 thousand rubles;
  • Stopping on the section of the path between the car and the edge of the roadway (or one continuous line of the roadway), with a distance of less than 3 meters. If you do not comply with the marking conditions, in the capital you will be fined 3 thousand rubles. It doesn’t matter whether you create obstacles for the movement of other cars or not;
  • Stopping in parking lots designated for disabled people. You will face the maximum possible fine of 3-5 thousand rubles;
  • Stop in the taxi rank area, passenger stop, indicated by signs. Drivers in the capital will pay 3 thousand rubles for such violations.
